About NASA SEWP

The NASA SEWP (Solutions for Enterprise-Wide Procurement), pronounced "soup," provides the latest Information Technology, Communication, and Audio-Visual (ITC/AV) solutions and services for all Federal Agencies and their approved contractors. Created in 1993, SEWP I was the first Government-Wide Acquisition Contract (GWAC) in the federal acquisition space.
SEWP has continually evolved over the past 30 years, expanding its scope to meet the requests of its customers. The program is self-funded through usage fees (0.34%) and provides all Federal agencies with acquisition support, more than 50,000 orders a year.
SEWP VI is a multiple-award Government-Wide Acquisition Contract (GWAC). TES Consultants is one of several Contract Holders competing for orders under it. Every order above the micro-purchase threshold is placed on a fair opportunity basis, see Fair Opportunity below.

Fair Opportunity and Requests for Quotes

SEWP VI Contract, Section A.1.13

FAR 16.505(b)(1) provides that each contractor shall be given fair opportunity to be considered for each order exceeding the micro-purchase threshold and issued under multiple award contracts. The FAR states that the method to obtain fair opportunity is at the discretion of the Contracting Officer (CO) and that the CO must document the rationale for placement and price of each order. Using the SEWP online Quote Request Tool is the recommended method to assist in this activity and to augment the required decision documentation. The SEWP Quote Request Tool (QRT) will automatically include the Contract Holders within a selected group or based on a suggested source.

Contractors will be provided a fair opportunity at the individual order level as appropriate per FAR Part 16.505(b), including the SEWP RFQ tools. No documentation for the order selection is required to be submitted with the order. All such documentation is to be maintained by the issuing procurement office.

The Contractor shall not market, quote or otherwise offer for sale, any IT Solutions not listed under this contract, until the said solutions are included in the SEWP database of record, and available to all Government end-users.

If the Government issues a Request For Information (RFI) as part of market research, the Contractor may provide items not yet listed on their SEWP contract as part of a market research quote if: (1) all such items are clearly marked as not yet available on their SEWP contract; and (2) the contractor submits a technology refreshment request to add those products to their contract.

If the Government issues a Request For Quote (RFQ) or a Market Research Request (MRR), the Contractor may only respond with items available on their Contract and the price of each item shall be no greater than the price in Attachment F SEWP database of record at the time the quote is issued. If the Contractor has insufficient items on their contract to fully respond to the Formal RFQ, the Contractor must respond with a No Bid.

Unless the RFQ specifically allows for partial quotes, the Contractor must respond fully to all requirements specified in the RFQ.

When submitting a quote to a government end-user, the contractor must clearly state the length of time the quote is valid. The contractor shall honor any order submitted within the stated time period of a quote.

When responding to an RFI or RFQ issued from the NASA SEWP RFQ on-line quoting system, the Contractor must respond as outlined in Attachment C: Contract Holder User Manual (CHUM).

Contract Holders are prohibited from using Government information posted on the NASA SEWP Contract Holder Only Page, such as RFQs, RFIs, etc., for purposes other than proposing on SEWP requirements. This includes Contract Holders providing third parties with SEWP information and requirements for the purpose of assisting companies, that are not SEWP Contract Holders, with providing unsolicited proposals to meet agency requirements already posted to the NASA SEWP RFQ on-line quoting system.

Support After the Order Is Placed

TES Consultants supports every SEWP VI task order from kickoff through closeout. The policies below govern installation, warranty, and technical support on Category C engagements.

Service Commencement / InstallationEach task order begins with a kickoff within five business days of award, covering scope confirmation, transition-in schedule, staffing and clearance validation, facility and system access, and the deliverable calendar. Installation and integration work, including AV and conference room builds, is executed to the schedule and acceptance criteria in the task order.
Basic WarrantyStandard of performance. TES Consultants warrants that all services performed under a SEWP VI task order are performed by qualified personnel in a professional and workmanlike manner, in conformance with the task order SOW or PWS, the stated acceptance criteria, and applicable industry standards.

Correction of non-conforming work. If a deliverable does not meet its acceptance criteria, or installed or integrated work does not perform as specified, TES Consultants corrects the non-conformity at no additional cost to the Government when the issue is reported within ninety (90) calendar days of Government acceptance of the affected deliverable or installation.

Workmanship warranty on installed systems. For audio-visual, conference room, collaboration, cabling, and similar installation work, TES Consultants warrants installation workmanship for twelve (12) months from Government acceptance, covering correction of defective mounting, termination, configuration, and integration labor at no cost to the Government.

How to invoke it. The CO or COR notifies the Deputy Program Manager in writing at [email protected] | (469) 881-0599, identifying the SEWP Control Number, task order number, the affected deliverable or installation, and the non-conformity. TES Consultants acknowledges within one business day and provides a written correction plan with dates within five business days.

Pass-through hardware and software. Manufacturer warranties on equipment or software furnished incidental to a services order pass through to the Government in full; TES Consultants does not alter, shorten, or extend OEM terms. TES Consultants administers warranty and RMA claims on the customer’s behalf for the duration of the order: Susan Letham, [email protected] | (571) 598-0668. Claims arising after order completion are made directly to the manufacturer; TES Consultants provides entitlement and serial records on request.

Exclusions. This warranty does not cover damage from misuse or accident, unauthorized modification, Government-furnished equipment or facility conditions outside TES Consultants’ control, or consumables.

Extended Warranty / SupportAvailability. Extended coverage is available on request. It is always quoted, ordered, and priced as a separate CLIN, and is never included by default in a base services price.

What can be extended. (a) OEM warranty or maintenance on equipment and software furnished under a services order, extended to a stated term or made coterminous with the task order period of performance. (b) Installation workmanship warranty beyond the base period, in twelve-month increments up to thirty-six (36) months. (c) Post-installation sustainment — scheduled preventive maintenance, remote monitoring, firmware and configuration management, and break-fix labor — priced as a recurring monthly or annual CLIN.

How to order it. Identify the required coverage, term, and service levels in the RFQ, or request it by task order modification. TES Consultants quotes extended coverage as a discrete CLIN stating the term, what is covered, response times, and exclusions on the face of the quote. Consistent with clause A.1.13, pricing does not exceed the Attachment F price of record at the time the quote is issued.

Renewal. TES Consultants notifies the COR in writing sixty (60) calendar days before any extended coverage expires, with renewal pricing and options.

Exclusions. As stated for basic warranty above. Extended coverage does not follow equipment relocated outside its installed environment without a site re-survey.

Technical Support

Channels. Email: [email protected]. Telephone: (703) 861-4151. Where a task order designates an agency ticketing system or service portal, TES Consultants works within that system and mirrors ticket status in its monthly status report.

Hours of coverage. Standard coverage is Monday through Friday, 8:00 AM – 6:00 PM Eastern Time, excluding Federal holidays. Extended and 24x7x365 coverage is available as a priced CLIN.

After hours. Severity 1 issues may be reported at any time to the on-call number provided at kickoff and confirmed to the COR in writing. The on-call engineer responds within the Severity 1 target below and notifies the Program Manager.

Severity 1 — Critical. Mission-essential service or system unavailable, or a security incident in progress; no workaround. Response 1 hour during coverage hours, 2 hours after hours. Continuous effort until restored, status to the COR every 4 hours, workaround or resolution target 8 business hours.

Severity 2 — High. A major function is degraded or at risk; a workaround exists. Response 4 business hours. Resolution target 2 business days.

Severity 3 — Moderate. Limited operational impact; routine fault or question. Response 1 business day. Resolution target 5 business days.

Severity 4 — Request. Information, access, or a scheduled change request. Response 2 business days. Completed as scheduled.

Precedence. Where a task order specifies its own service levels, the task order governs. The levels above are TES Consultants’ standard commitment absent task order direction.

Software SupportPublisher support. Publisher support terms for software delivered or managed under a task order pass through to the Government in full. TES Consultants registers entitlements in the ordering agency’s name, coordinates renewals in advance of expiration, and escalates unresolved issues to the publisher on the customer’s behalf.

Patch and version management. Where TES Consultants operates or sustains the software, patch and version management is performed under the task order’s configuration management and change control process, on the cadence stated in the SOW or PWS, and reported in the monthly status report. Security patches follow the agency’s directed remediation timelines.

License administration. TES Consultants maintains entitlement records, tracks seat and subscription counts against the order, and notifies the COR of renewal or true-up actions sixty (60) calendar days in advance.

Other Post-Delivery IssuesInvoicing and payment. Invoices are submitted monthly in arrears unless the task order directs otherwise, through the Invoice Processing Platform (IPP) or WAWF/iRAPT as directed, with a copy to the COR. The SEWP administrative handling fee is included in the invoiced amount and is never billed as a separate line item. Accounts receivable: Susan Letham, [email protected] | (571) 598-0668.

Deliverable acceptance and rework. Deliverables are submitted against the task order deliverable calendar. Unless the task order states otherwise, the Government has ten (10) business days to accept a deliverable or return it with comments, and TES Consultants returns a revised deliverable within five (5) business days of receiving those comments.

Personnel substitution. Key personnel are not substituted without prior written notification to the CO and COR. TES Consultants provides the proposed substitute’s resume, clearance status, and qualifications at least fifteen (15) calendar days before the change, or as soon as practicable following an unplanned departure.

Modifications and option exercise. All modifications — including option exercise, incremental funding, changes in place of performance, and no-cost extensions — are routed through the SEWP PMO and copied to the TES Consultants Program Manager. TES Consultants does not perform against a modification until the SEWP PMO has processed it.

Transition-out and closeout. In the final 30 days of performance, or as the task order requires, TES Consultants executes knowledge transfer, documentation handover, credential and property return, and final invoicing.

Troubleshooting an Order
